TriMet's Red Line is a MAX light rail line running from Beaverton to the Portland Airport. Its airport line was TriMet's only major rail expansion constructed without federal funds, though the Federal Aviation Administration gave special permission to TriMet to apply a $3 passenger utility charge from every airport ticket to building the rail line.
"Typically PSCs pay for things like runways," TriMet spokeswoman Mary Fetsch said in 2012.

The 5.5-mile, 4-mile airport extension opened on Sept. 10, 2001. It cost $125 million, or $154 million in 2010 dollars.
