Ray Thomas is one of Oregon's leading bicycle lawyers. Since 1994, he has offered free legal clinics for bicyclists and helped lead the noontime lawyer bike ride in Portland with his partner Jim Coon. Their firm is Swanson, Thomas and Coon.

By 2010, seven editions of his book "Pedal Power: A Legal Guide for Oregon Bicyclists" had been published. In 2008, he produced "Oregon Pedestrian Rights: A Legal Guide for Persons on Foot."

Thomas received a J.D. from Lewis and Clark Law School in 1979 and was admitted to Oregon's bar the same year.

In spring 2010, Thomas had four children. He was born in Minneapolis in 1951.
