The Portland Plan is a document, in progress as of fall 2011, that will establish the long-term policies that guide the City of Portland's government, including transportation, land use, parks, sewers, economic development and other issues of urban planning.

It combines and synthesizes the work done in other reports from the Portland Bureau of Transportation and other bureaus, including the 2010 Portland Bicycle Plan and the 2009 Climate Action Plan. The plan's goal is to look 25 years forward, starting in 2010 and ending in 2035.

The document's creation is being overseen by the Portland Bureau of Planning and Sustainability. As of September 2011, the bureau is preparing the first draft of the plan.
