From Portland Afoot
North Portland is the Portland quadrant sitting east of the Willamette River and west of Williams Avenue.
It is sometimes known as "NoPo," "the peninsula" (because of its position between the Willamette and Columbia rivers) or the "fifth quadrant."
North and inner northeast Portland have been the subject of a long-brewing plan to create what BikePortland.org called a "nirvana" that would demonstrate "what a large, focused investment on bikeways can do."
