The phrase "central city", in the world of Portland urban planning, refers to the densely developed area on both sides of the Willamette River including downtown Portland, the Pearl District, Lloyd District, Inner Eastside, South Waterfront, Lower Albina and Goose Hollow.

As of 2012, its future is being debated in the course of the City of Portland's Central City 2035 Plan, which will build on the 1972 Downtown Plan and 1988 Central City Plan.
