PedalPalooza, the three-week annual bike festival that starts tomorrow, is one of Portland’s most remarkable institutions. But it didn’t just happen.
Well, Portland’s world-famous World Naked Bike Ride sort of did. It was unilaterally started by visitors from a foreign country. Guess which one?
